The Problem
- The Shire required a corporate finance platform that could mirror municipal, reserve, trust, fund, program and cost-centre reporting while remaining integrated to the existing rating and asset/works systems.
- Journal approvals, AP, AR, banking and reporting needed stronger workflow and automation without breaking the financial mapping already used by CPM and WAM.
- Finance also needed Australian banking outputs and statutory reporting aligned to AASB and WA local-government requirements.
The Solution
- iTANZ implemented NetSuite Financial Management across General Ledger, Accounts Payable, Accounts Receivable and bank/cash management.
- Configured class, department, location and custom-segment structures to mirror the Shire’s reporting model, with SuiteFlow approvals for journals and budget adjustments.
- Mapped CPM rate, FSL, infringement and WAM asset transactions into the correct fund/cost-centre combinations.
- Implemented vendor bill capture, three-way matching, approval routing, EFT/ABA payments, remittance advice and recurring/prepaid schedules.
- Configured sundry debtor invoicing, bank feeds and statement auto-reconciliation.
- Delivered SuiteAnalytics workbooks and dashboards for budget-versus-actual, cash-flow and BAS/GST reporting, supporting statutory financial statement preparation.

Impact We Created
A connected finance core
Created a finance core that receives rating, asset and works transactions without duplicate entry.
Automated finance operations
Automated key approval, payment, recurring-expense and bank-reconciliation processes.
Sundry debtors, one GL cycle
Maintained separate treatment for non-rates debtors while reconciling to the same GL cycle.
Statutory reporting in place
Gave Council finance teams operational and statutory reporting through NetSuite analytics and saved-search structures.
The Conclusion
The Shire of Irwin finance implementation shows iTANZ using NetSuite as a connected financial core rather than an isolated ERP—preserving integration with the council systems that already run revenue and asset operations.
